Western Caucus Commends Passage of Stauber's Critical Mineral Dominance Act

WASHINGTON, D.C. – The Congressional Western Caucus joined a bipartisan majority in the House of Representatives to pass H.R. 4090, the Critical Mineral Dominance Act, which was sponsored by Caucus Vice Chair Pete Stauber, by 224-195. After passage of this legislation, the following statements from Chair Celeste Maloy and Vice Chair Pete Stauber were released.

"The United States has the second largest known reserves of natural resource wealth in the world, including abundant mineral resources that we import from hostile nations like China and Russia," said Chair Celeste Maloy. "Vice Chair Stauber's legislation will help reduce our dependence on imported minerals. We should be producing them here to create jobs, industry, and American independence."

“H.R. 4090 passing the House is a major step toward ensuring our domestic critical mineral dominance and breaking China's control of global critical mineral supply chains. By codifying the Trump Administration's executive orders into law, we will help ensure the United States is a place where we can mine, process, and refine the critical minerals needed to compete and win in the 21st Century, regardless of future administrations. I thank my colleagues for their support—this bill sets the stage for Senate action and a stronger, more self-reliant America," said Vice Chair Pete Stauber.

Legislative Digest

H.R. 4090, the Critical Mineral Dominance Act codifies several provisions from Executive Orders signed by President Donald J. Trump. The legislation from Congressional Western Caucus Vice Chair Stauber also expands upon those actions to quantify the mineral wealth of Federal lands and prioritize the projects which have the potential to expeditiously decrease American reliance on foreign imports.

This legislation would: 
  • Create a list of the minerals which the United States is reliant on the import of, outlining their dollar value and the overall economic impact of this reliance.
  • Requires the Department of the Interior and the Department of Agriculture to identify mining projects and potential mining sites which should be expedited or expanded based on their ability to rapidly come online and reduce reliance on imported minerals.
  • Make the geologic mapping of the United States a priority within the Department of the Interior, with a focus on previously unknown deposits of hardrock minerals.
